Location: Pacific Islands, various locations

The Role

The Engineering Director will be responsible for the overall management of the engineering departments for an Infrastructure Ministry in the Pacific; which include civil, and services related to energy, water, and sanitation.

The Director will supervise up to 50 staff. The Director will support the delivery and implementation of the Ministry’s organisational capacity development plan, including the development of local staff capacity.

The Director will be required to implement technical department restructuring for efficient and effective delivery of the Ministry’s role, draft cabinet papers, provide strategic planning, and spearhead ministerial (and often national) policies, including advising and updating design and construction methodology.

The Director will oversee the Ministry’s engagement with a number of large-scale and complex infrastructure projects currently being implemented, supported by a range of Donors.

It is important that the Director has experience in remote low-lying island states and be willing to relocate.Relationship management, performance management and reporting

  • The Director will have two reporting lines, to the Ministry and DT Global managed program.
  • The Director will be required to work closely with counterparts, including the Heads of Division across the Ministry.
  • The Director will be responsible for the supervision of up to 50 staff.
  • Key outputs and deliverables, as defined in the approved workplan, are to be reported to the Ministry Secretary on a regular basis.
  • Performance reporting against the workplan on a regular basis will also be required.

Essential qualifications and experience

  • Tertiary degree (master’s preferred) in Infrastructure Engineering and Management, OR Civil and Water Engineering.
  • At least 10 years of experience as an Infrastructure Civil Engineer overseeing and managing civil infrastructure construction and building construction.
  • Proven ability to review the design and costing for civil infrastructure and building construction, and work closely with stakeholders to make needed adjustments before actual project implementation.
  • High-level skills and experience in the oversight of project and complex contract management for Civil Engineering projects, including procurement.
  • Proven senior-level experience in infrastructure engineering for key projects in the Pacific region.
  • Demonstrated experience in the management and capacity building of civil engineering teams, providing guidance, mentorship, and professional development support.
  • High-level analytical skills with the ability to apply sound judgement and negotiate to achieve outcomes.
  • Superior communication and interpersonal skills, and experience communicating effectively to a range of stakeholders in a cross-cultural environment.
  • Ability to work in a multicultural environment with sensitivity, a team approach and respect for diversity.
  • Experience living and working in a resource-constrained environment and ability to travel to outer islands.
  • Understanding of the importance of cross-cutting development issues such as gender equality, child protection, anti-corruption, and disability.
  • Must hold a full driver’s license or be willing to make your own arrangements for a driver.

Desirable experience and knowledge

  • Working knowledge of relevant technical software will be an advantage.
  • Previous experience living and working in small island states, preferably low-lying atolls.
