Overview: Reporting to the Vice President, People and Culture, the Director, Talent Development and Learning oversees the Talent Development Team and processes responsible for fostering learning and employee development to drive organizational performance, productivity, and results. The Talent Development and Learning Director is responsible for the assessment and identification of DT Global’s training and development needs, and for the effective coordination of training and development programs for the U.S. global business. The Director, Talent Development and Learning will work very closely with the Learning and Innovation team on programmatic learning and facilitation initiatives. As such, this position would have dual reporting lines to include the Senior Director of MERL as appropriate. Overall, the Director, Talent Development and Learning will plan, lead, direct, develop, and coordinate professional development policies, procedure, and activities, ensuring implementation of the organization’s mission and learning and development strategy.

Tasks and Responsibilities:

Strategy:

  • Assess company-wide developmental needs to drive training initiatives and identify suitable training solutions for employees.
  • Develop talent development and organizational learning goals, objectives, and systems to ensure team efficiency.
  • Identify and track key talent development metrics and assist in developing timely reports on results and trends to Senior Management.
  • Identify and/or coordinate initiatives in conjunction with the VP, Human resources to continually position DT Global as an employer of choice.

Talent Development:

  • Employs foundational and leading-edge learning and leadership development technical expertise to inform, improve, and build current and future professional development, leadership, and management development offerings.
  • Participates in the planning and implementation of talent needs assessments utilizing innovative and collaborative methods to obtain a deeper understanding of the DT Global US HQ workforce to evolve existing and future workforce development offerings in a strategic and integrated way.
  • Provide facilitation for various professional development, leadership and management development programs and activities (such as the Culture of Leadership effort, Leadership at All Levels (LAAL) course, and developing other professional development and leadership courses).
  • Plans, organizes, and facilitates a range of face-to-face, virtual, and hybrid offerings for emerging, mid-level, and senior leaders at DT Global and project staff worldwide.
  • Ensures that training programs and activities focus on leading and managing in a DT Global-specific context, liaising with practice leads and departments where needed to maximize the relevance of content and activities for all DT Global HQ and project participants.
  • Oversees the development of learning designs and materials using creative, innovative, and evidence-based approaches.
  • Trains and coaches’ managers, employees and others involved in employee development efforts.
  • Develops and maintains organizational communications such as SharePoint and newsletters to ensure employees have knowledge of training and development events and resources.
  • Conducts follow-up studies of all completed training to evaluate and measure results. Modifies programs as needed.
  • Provides guidance and support on leadership/behavioral assessment tools, such as 360-degree feedback, MBTI, StrengthsFinder, and other tools.

Project Learning and Team Building:

  • In collaboration with the Learning and Innovation team, develops, administers, and collates responses to Business Development, Start-Up, and Close-Out After Action Reviews, and facilitates After Action Reviews.
  • Contributes to the design, delivery, and assessment of Technical Solution Designs with the Business Development team and across all practice areas.
  • Contributes to design, delivery, and assessment of Pause and Reflect (PnRs), Strategy Reviews Sessions, work planning sessions, team building, and ad hoc learning events with DT Global Field Project teams across all practice areas.
  • Contributes to the development of DT Global US practice area learning strategies, informed by DT Global’s marketing strategy as well as the 2022 – 2026 Agency Learning Agenda, that enables the workforce to be agile, adaptive, and better equipped with informational and transformational learning resources to achieve critical outcomes at the individual, team, and organizational levels.

Program Management:

  • Provides thought leadership to client’s leadership portfolio as well as project staff members and practice.
  • Develops and nurtures client, coach, and consultant relationships; maintains up-to-date SOWs for activities and Periods of Performance involving consultants.
  • Monitors talent programs for quality and effectiveness.
  • Develops and monitors talent contracts and budgets.

Leadership and staff management:

  • Performance management of talent development team, including recruitment, day to day management, coaching and mentoring and recognition.
  • Manages and support consultants and vendors working on relevant learning and talent development tasks, including quality performance, proposals, invoicing, and effectiveness.
  • Develops and monitors activity SOW, budgets, and learning consultant assignments in close collaboration with the Senior Director of MERL.

Education and Minimum Qualifications:

  • Bachelor’s degree in human resources management, business administration or equivalent combination of education and experience.
  • Ten to twelve (10-12) plus years of progressive training, learning and/or talent development experience; preferably working or liaising with a federal government contractor or international development organization.
  • Seven (7) years of supervisory experience.
  • Experience with talent development strategies—career paths, competencies, professional development, and implementing programmatic learning agendas.
  • Excellent presentation and facilitator skills.
  • Strong business acumen that demonstrates an understanding of organizational development issues and linking solutions to talent development strategies.
  • Strong intercultural communication skills.
  • Proficiency in HRIS system – ADP Workforce Now, Taleo, etc.
  • Microsoft Office Suite.
  • Ability to work collaboratively across global company and apply complex knowledge efficiently.
  • Ability to work effectively (adaptable and flexible) in a fast-paced corporate environment.
  • Excellent written and oral communication/presentation skills with a strong emphasis on delivering quality/timely learning and professional development resources.
  • Detail-oriented with excellent analytical and organizational skills.

Preferred Qualifications:

  • Certified Professional in Learning and Performance (CPLP) credential preferred.
  • Proficient with Microsoft Office Suite or related software.
  • Ability to evaluate and research training options and alternatives.
  • Adept with a variety of multimedia training platforms and methods.
  • Excellent interpersonal skills: ability to work independently and effectively lead multiple initatives.
  • Strong leadership, communication, and strategic thinking skills
  • Experience leading training and talent development initiatives outside the US, particularly in developing countries.
  • Ability to travel and work overseas on short term learning assignments up to 15% of the time.
